Bailing Out Benji is a national nonprofit organization that exists to provide transparency into the puppy mill industry. We forensically audit government health records and inspection reports in order to connect puppy mills and commercial dog breeders to the various outlets in which they sell. We pay for many of these documents and then make them available for free on our website and to the public in order to provide the transparency that the public deserves before buying a puppy.

According to the USDA: An inspection report documents an inspector’s observations and professional assessments of compliance at facilities regulated under the AWA. Below we have compiled a list of all of the USDA dog breeders and brokers that have had violations in Quarter 1 of 2024.
This time period is from January 1, 2024, to March 31, 2024.
Editors note: USDA inspectors have 5 days to give a copy of their inspection to the licensee and 30 days to publish their reports online. There may be additional facilities we add to this list once more inspection reports are added to the database.
Omitted from these violations are missed inspections, unless those missed inspections are habitual. The list below also only reflects dog and cat breeders and brokers (licenses A and B).
This list of violations below was obtained from the USDA APHIS search engine. Any pet store connections were obtained from various state departments of agriculture.

Official USDA Warnings, Complaints, and Decisions:
Angela Weaver (67 dogs, 24 puppies). Howe, Oklahoma- Weaver received 6 violations between 2022 and 2023 for attempted inspections. When Weaver’s facility was finally inspected on February 1, 2024, during a routine inspection, she received 17 non-critical violations pertaining to requirements and application, attending veterinarian and adequate veterinary care, time and method of identification, records, housing facilities, outdoor housing facilities, primary enclosures, watering, cleaning, sanitization, housekeeping, and pest control, employees, and veterinary care for dogs. During a focused inspection on the same day, February 1, 2024, Weaver received 3 direct violations pertaining to attending veterinarian and adequate veterinary care, and primary enclosures. During another focused inspection on February 8, 2024, Weaver received 1 non-critical violation pertaining to feeding. Weaver received an Administrative Complaint for failing to provide access for inspections throughout 2022 and 2023 and for violations received on February 1, 2024, when her facility was finally inspected. David Miller (A) (43 dogs, 30 puppies). Hillsboro, Wisconsin- At the time of their February 23, 2024, USDA routine inspection, Miller received 1 critical violation pertaining to primary enclosures and 3 non-critical violations pertaining to attending veterinarian and adequate veterinary care, records, and exercise for dogs. Miller received an Official USDA Warning stemming from a violation received on February 23, 2024. We have records of this facility selling to a pet store in Minnesota. Ervin Miller, Marcus Miller, & Anna May Miller, Country Road Kennel (39 dogs, 36 puppies). Hillsboro, Wisconsin- The Millers also received violations in Quarters 2 and 3 of 2023. At the time of their January 29, 2024, USDA routine inspection, the Millers received 1 direct violation pertaining to primary enclosures, and 3 non-critical violations pertaining to access and inspection of records and property, and veterinary care for dogs. Julie Purvis, Queen of Puppy Love. Camdenton, Missouri- Purvis received an Official USDA Warning stemming from a violation received on October 17, 2023, where she was operating as a dealer without proper licensing. Purvis canceled her original USDA license around 2017. USDA Warning Julie Purvis
Karen Miller, Rowe Eden Kennels AKA Woffer Kennels. Middlebury, Indiana- Miller received a Settlement Agreement to sell, donate, and/or transfer ownership and possession of any dogs on her premises within 12 weeks of receiving the Settlement Agreement. Raymond Aurand & Marlene Aurand, Aurand’s Kennel (21 dogs, 2 puppies, 9 cats, 8 kittens). Salina, Kansas- The Aurands also received a violation in Quarter 2 of 2023. At the time of their February 13, 2024, USDA routine inspection, the Aurands received 1 direct violation pertaining to attending veterinarian and adequate veterinary care and 4 non-critical violations pertaining to records and veterinary care for dogs. The Aurands received an Official USDA Warning stemming from a violation received on February 13, 2024. We have records of this facility selling to a pet store in Connecticut. Randy Schweitzer, Route 6 Kennels (14 dogs, 13 puppies). Milford, Nebraska- Schweitzer received a settlement agreement after receiving 2 critical violations in 2022 for refusing inspection. Schweitzer was ordered to pay $1000 by December 11, 2023. He has since had his license revoked. We have records of this facility selling to a pet store in Connecticut. Wuanita Swedlund (2 dogs, 10 puppies). Cantril, Iowa- Swedlund also received violations in Quarter 4 of 2023, receiving 1 critical, 1 direct, and 8 non-critical violations. At the time of their January 4, 2024, USDA routine inspection, Swedlund received 7 non-critical violations pertaining to attending veterinarian and adequate veterinary care, time and method of identification, records, minimum age requirements, employees, and veterinary care for dogs. Bailing Out Benji filed a complaint against Swedlund with the Van Buren county sheriff and county attorney on January 25, 2024, due to the concerning story of neglect and torture happening at Wuanita Swedlund’s facility as her care has resulted in the death and mutilation of multiple puppies. The Van Buren Chief Deputy responded that the facility was being investigated. Swedlund received an Official USDA Warning stemming from violations received on December 21, 2023. Elisa Brandvik. Ozark, Arkansas- Brandvik also received violations in 2023 and 2022. At the time of their February 6, 2024, USDA routine inspection, Brandvik received 1 critical violation pertaining to access and inspection of records and property. Ellen Roberts, Rocky Top K-9s (99 dogs, 57 puppies). West Plains, Missouri- Roberts also received violations in 2023 and 2022. At the time of their February 22, 2024, USDA routine inspection, Roberts received 1 direct violation pertaining to attending veterinarian and adequate veterinary care and 1 non-critical violation pertaining to cleaning, sanitization, housekeeping, and pest control. Marjorie Walker (L), Price’s Pets (88 dogs, 15 puppies). Niangua, Missouri- Walker also received a violation in Quarter 1 of 2023. At the time of their February 20, 2024, USDA re-license inspection, Walker received 1 direct violation pertaining to attending veterinarian and adequate veterinary care, and 4 non-critical violations pertaining to records, housing facilities, sheltered housing facilities, and exercise for dogs.
