 “We don’t buy from puppy mills.”

“All of our puppies come from small, local breeders.”

“We visit every breeder we buy from.”

“We only buy from the top USDA breeders.”

These are common phrases shared by pet store owners and their employees to potential puppy-buyers. They paint this beautiful picture of puppies running by a pond and parents frolicking in the fresh, green grass. Sadly, more often than not, those statements are false. The pet industry often lacks transparency for the consumer and when families purchase without doing their research, it is the fastest way to support the puppy mill industry. 

This is why we are here.

 

Bailing Out Benji is a small nonprofit that started in Ames, Iowa and now has volunteer teams all over the country who are dedicated to raising awareness about the puppy mill industry.

Bailing Out Benji emphasizes the importance of researching pet stores and commercial breeders to uncover the often hidden and unethical practices within the pet trade industry. By providing transparency to the public, we aim to educate consumers about the origins of animals sold in stores and online, while exposing the conditions in which some of these animals are bred and raised. This transparency empowers potential pet owners to make informed decisions, encouraging the adoption of pets from shelters and reputable breeders, ultimately leading to the improvement of animal welfare standards as we move towards a future with no more puppy mills. 

The information below was obtained through FOIA requests from various State Departments of Agriculture, as well as information from the USDA and local licensing agencies. 

NOTE:

-Before an animal is transported out of state, a veterinarian, accredited by the United States Department of Agriculture (USDA), must examine the animal for signs of “infectious, contagious or communicable disease” and, if no disease is found, sign the certificate for approval to transport.

Unlicensed breeders selling to these pet stores have also been included.

*We located one breeder selling to Downtown Hound Grooming & Pet in 2023 is licensed with the USDA. 

  1. Daniel Shirk (B). Shelby, Ohio- At the time of their last known inspection, this facility had 35 adult breeding dogs and 22 puppies with no documented USDA violations, aside from a missed inspection, and state violations from 2022 pertaining to housing and minimum floor space.

The Barking Boutique-

4174 Alpine Ave NW A, Comstock Park, Michigan

*Of the 70 breeders found selling to The Barking Boutique pet stores in 2023, 31 are suspected to be unlicensed breeders because we could not find a USDA or state license for them. The data below includes 2023 and 2022 sourcing. 

  1. Abner Allgyer & Lydia Allgyer. Darlington, WI. At the time of their last known inspection, they had 10 adult breeding dogs and 5 puppies. In the past 5 years, they had 3 USDA violations pertaining to identification of dogs, lack of water supply & sanitation. The facility cancelled their license in April 2023. 
  2. Ada Yoder and Andy Yoder. Utica, Minnesota – At the time of their last known inspection, this facility had 42 adult breeding dogs and 31 puppies. They changed license numbers in 2024 – their previous license had 2 direct and 3 non-critical violations pertaining to veterinary care, sheltered housing & contingency planning. 
  3. Allen Reiff (N). Withee, Wisconsin – At the time of their last known inspection, this facility had 86 adult breeding dogs and 30 puppies. There have been no documented USDA violations within the last 5 years at the time of this report being released. One of the health records for shipments going to this store in 2022 had medical notes regarding litter testing positive for Giardia Antigen but not clinically ill. 
  4. Amos Wagler & Henry Wagler. Loogootee, Indiana- Amos Wagler does not hold a license themself. Still, they operate at the same address as USDA licensee Henry Wagler (H) who had 75 adult breeding dogs and 32 puppies during their last inspection with no documented USDA violations within the last 5 years at the time of this report being released. 
  5. Anna Mae Graber & Daniel Graber (K). Odon, Indiana- At the time of their last known inspection, this facility had 31 adult dogs and 13 puppies with documented USDA violations within the last 5 years at the time of this report being released. In 2022, this facility received violations pertaining to attending veterinarian and adequate veterinary care, and veterinary care for dogs. Sometime after their last inspection in November of 2022, they cancelled their USDA license and have not procured another. 
  6. Benjamin (Ben) Schwartz, Scenic Ridge Kennels. Licking, Missouri – At the time of their last known inspection, this facility had 120 adult breeding dogs and 116 puppies. There have been no documented USDA violations within the last 5 years at the time of this report being released. Two of the health records for shipments going to this store in 2022 had medical notes regarding umbilical hernia repairs. 
  7. Clair Weiler, Whistle Time LLC. Edina, Missouri – At the time of their last known inspection, this facility had 59 adult breeding dogs & 33 puppies with no documented USDA violations within the last 5 years at the time of this report being released. One of the health records for shipments going to this store in 2022 had medical notes regarding an umbilical hernia repair and inverted vulva. 
  8. Daniel Yoder, Yoder Kennel. Princeton, Missouri- At the time of their last known inspection before they cancelled their license in 2022, this facility had 152 adult breeding dogs and 111 puppies with no documented USDA violations within the last 5 years at the time of this report being released. They have not procured another license. 
  9. Duane Schlabach, Cedar Creek Kennel. Princeton, Missouri- At the time of their last known inspection in 2021 (before they cancelled their license around 2022), this facility had 33 adult breeding dogs and 20 puppies with no documented USDA violations within the last 5 years at the time of this report being released. Two of the health records for shipments going to this store in 2022 had medical notes regarding an undescended testicle, Grade 3 right luxating patella, & Grade 1 luxating patella.
  10. Eli Schrock (D), Hillview Kennels. Drakesville, Iowa – At the time of their last known inspection this facility had 30 adult breeding dogs and 31 puppies with documented USDA violations within the last 5 years of this report being released. In 2022 this facility received 2 USDA violations pertaining to veterinary care for dogs. 
  11. Elias Mast (H), Shady Ridge Kennels. Bloomfield, Iowa- At the time of their last known inspection, this facility had 31 adult breeding dogs and 13 puppies with documented USDA violations within the last 5 years at the time of this report being released. In 2023, this facility received two USDA violations pertaining to attending veterinarian and adequate veterinary care and 4 violations pertaining to veterinary care for dogs. 
  12. Harley Yoder. Chariton, Iowa – At the time of their last known inspection, this facility had 42 adult breeding dogs and 39 puppies with documented USDA violations within the last 5 years of this report being released. In 2022 this facility received a USDA violation pertaining to the attending veterinarian and adequate veterinary care. 
  13. Henry Byler. Seymour, Iowa – At the time of their last known inspection, this facility had 49 adult breeding dogs and 4 puppies with documented USDA violations within the last 5 years of this report being released. In 2023 this facility received 4 USDA violations pertaining to attending veterinarian and adequate veterinary care, housing facilities (x2) & veterinary care for dogs.
  14. Ida Kauffman and Sarah Kauffman, Sunset Kennels AKA Sunset Grove Kennels. Hazleton, Iowa – At the time of their last known inspection, this facility had 26 adult breeding dogs and 22 puppies on their property with documented USDA violations within the last 5 years at the time of this report being released. In 2024 this facility received 2 USDA violations pertaining to attending veterinarian/adequate veterinary care and veterinary care for dogs. There was also a missed USDA inspection in 2023.
  15. Jacob Schwartz Jr (X). Geneva, Indiana- At the time of their last known inspection in 2023 (before they cancelled their license around 2024), this facility had 24 adult breeding dogs and 1 puppy with documented USDA violations within the last 5 years at the time of this report being released. In 2022, this facility received a violation pertaining to attending veterinarian and adequate veterinary care. 
  16. James Yoder (E) and Sarah Yoder, Taylor Ridge Kennel. Bloomfield, Iowa – At the time of their last known inspection, this facility had 22 adult breeding dogs and 4 puppies with documented USDA violations within the last 5 years of this report being released. In 2023 this facility received a USDA violation pertaining to veterinary care for dogs. 
  17. John Yoder (A), Brookside Kennels. Bloomfield, Iowa- At the time of their last known inspection in 2021, this facility had 15 adult breeding dogs and 20 puppies with no documented USDA violations within the last 5 years at the time of this report being released. One of the health records for shipments going to this store in 2022 had medical notes regarding right grade 1 luxating patella. 
  18. John Bontrager (Jr). Dalton, Wisconsin – At the time of their last known inspection, this facility had 59 adult breeding dogs and 47 puppies with no documented USDA violations within the last 5 years of this report being released. One of the health records for shipments going to this store in 2022 had medical notes regarding Grade 1 Medial Patella Luxation. 
  19. Jonathan Graber & Joseph Graber (D), Dusty Road Kennel LLC. At the time of their last known inspection, this facility had 132 adult breeding dogs and 85 puppies on their property with documented USDA violations within the last 5 years at the time of this report being released. In 2024 this facility received a USDA violation pertaining to attending veterinarian and adequate veterinary care. 
  20. Kathie Detweiler, Detweilers Dogs AKA Russian Blue Pomskies. Jamesport, Missouri – At the time of their last known inspection, this facility had 22 adult breeding dogs & 35 puppies with no documented USDA violations within the last 5 years at the time of this report being released. They also had 13 adult breeding cats and 15 kittens. One of the health records for shipments going to this store in 2022 had a medical note regarding a Grade 1 luxating patella. 
  21. Lavern Stutzman (E). Chili, Wisconsin – At the time of their last known inspection, this facility had 68 adult breeding dogs and 40 puppies with no documented USDA violations within the last 5 years of this report being released. Two of the health records for shipments going to this store in 2022 had medical notes regarding cryptorchidism.
  22. Leon (J) & Esther Troyer, Pleasant Hill Kennels. Jamesport, Missouri – At the time of their last known inspection, this facility had 84 adult breeding dogs and 44 puppies with no documented USDA violations within the last 5 years at the time of this report being released. This facility did have Missouri state violations in 2020 pertaining to veterinary care, general requirements for storage, and outdoor facilities. Two of the health records for shipments going to this store in 2022 had medical notes regarding overbites. 
  23. Loren Wagler. Montgomery, Indiana- According to their last USDA inspection in 2021 before they cancelled their license around 2022, this facility had 18 adult breeding dogs and 7 puppies with documented USDA violations in 2021. The violation was in regards to cleaning, sanitization, housekeeping, and pest control. After Loren Wagler cancelled her license, Jason Wagler and Wagler Puppies (two separate USDA licenses), became licensed at this facility’s address. 
  24. Marvin Hershberger, Twin Pines Kennel. Bloomfield, Iowa – At the time of their last known inspection, this facility had 10 adult breeding dogs and 19 puppies with documented USDA violations within the last 5 years at the time of this report being released. In 2023 this facility received a USDA violation pertaining to attending veterinarian and adequate veterinary care. 
  25. Melvin & Mary Yoder (G), Locust Creek Kennel. Seymour, Iowa – At the time of their last known inspection, this facility had 36 dogs and 10 puppies with documented USDA violations within the last 5 years of this report being released. In 2023, they received 3 USDA violations pertaining to compatible grouping of dogs and veterinary care (x2).
  26. Menno Yoder, Sunny Acres Kennel. Saint Charles, Minnesota – At the time of their last known inspection, this facility had 41 adult breeding dogs and 45 puppies with documented USDA violations within the last 5 years at the time of this report being released. In 2023 this facility received 3 USDA violations pertaining to veterinary care (x2) and primary enclosures. 
  27. Merlin Yoder, Oak Brook Kennel. Drakesville, Iowa – At the time of their last known inspection, this facility had 20 adult breeding dogs and 25 puppies on their property with documented USDA violations within the last 5 years at the time of this report being released. In 2023 this facility received a USDA violation pertaining to veterinary care for dogs.
  28. Monroe Schrock, Mystic Sunset Kennel LLC. Bethany, Missouri – At the time of their last known inspection, this facility had 111 adult breeding dogs and 45 puppies with no documented USDA violations within the last 5 years at the time of this report being released. Two of the health records for shipments going to this store in 2022 had medical notes regarding an open fontanelle and an underbite.
  29. Raymond Schlabach, Dream Puppy LLC. Campbell Hill, Illinois- At the time of their last known inspection, this facility had 28 adult breeding dogs and 27 puppies with documented USDA violations within the last 5 years at the time of this report being released. In 2023, this facility received violations pertaining to attending veterinarian and adequate veterinary care and veterinary care for dogs. 
  30. Regina Nisley, Shepherd Hills Kennel LLC. Bloomfield, Iowa – At the time of their last known inspection, this facility had 101 adult breeding dogs and 112 puppies on their property with no documented USDA violations within the last 5 years at the time of this report being released. This facility is a dog brokering facility that buys puppies from others and resells them to stores.
  31. Sandra Provorse, Phantom Hollow Kennel LLC. Trenton, Missouri – At the time of their last known inspection, this facility had 32 adult breeding dogs and 64 puppies with no documented USDA violations within the last 5 years at the time of this report being released. One of the health records for shipments going to this store in 2022 had medical notes regarding Grade 1 right luxating patellas and an underbite.

Simeon Lapp & Priscilla Lapp. Darlington, Wisconsin – At the time of their last known inspection, this facility had 15 adult breeding dogs and 18 puppies on their property with several documented USDA violations within the last 5 years at the time of this report being released. In 2024, this facility received a USDA violation pertaining to cleaning, sanitization & pest control. In 2023 this facility missed an inspection and also received violations earlier in the year for attending veterinarian and adequate veterinary care as well as records kept. In 2021 this facility received 3 violations pertaining to records, housing facilities & pest control. This facility cancelled their USDA license with violations in 2024 and procured another in September of 2024.
  35. Stephen Detweiler & Rhoda Detweiler, Timberline Kennel. Princeton, Missouri- At the time of their last known inspection in November of 2021 before they cancelled their license, this facility had 45 adult breeding dogs and 47 puppies with no documented USDA violations within the last 5 years at the time of this report being released. They have not procured another USDA license or a state license. One of the health records for shipments going to this store in 2022 had a medical note regarding a Grade 1 Bilateral Luxating Patella. 
  36. Steven & Velma Kurtz. Jamesport, Missouri – At the time of their last known inspection, this facility had 50 adult breeding dogs and 56 puppies on their property with no documented USDA violations within the last 5 years at the time of this report being released. One of the health records for shipments going to this store in 2022 had a medical note regarding an umbilical hernia.

They missed an inspection in 2024. In 2021 this facility received a USDA violation pertaining to housing facilities.

Owen, Wisconsin – At the time of their last known inspection, this facility had 25 adult breeding dogs and 11 puppies on their property with no documented USDA violations within the last 5 years at the time of this report being released. Three of the health records for shipments going to this store in 2022 had medical notes regarding umbilical and inguinal hernias, and litter testing positive for Giardia Antigen.

At the time of their last known inspections, they had a total of 0 adult breeding dogs and 11 puppies. At the time of this report, there were no documented USDA violations within the last 5 years. This facility is a dog brokering facility which buys puppies from others and resells them to stores. 
  2. Jonas Yoder (A). Baltic, Ohio- At the time of their last known inspection in 2017, this facility had 57 adult breeding dogs and 52 puppies with documented USDA violations.   5. Erma Bontrager (M) & Marlin Bontrager (O). Rome City, Indiana- At the time of their last known inspection, this facility had 100 adult breeding dogs and 103 puppies with no documented USDA violations within the last 5 years at the time of this report being released. 
  6. Jason Wagler & Jean Wagler, Boggs Creek Kennel. Loogootee, Indiana- At the time of their last known inspection, this facility had 144 adult breeding dogs and 112 puppies with no documented USDA violations within the last 5 years at the time of this report being released.

  9. Joseph Knepp, Lovable Gold Star Puppies. Montgomery, Indiana – At the time of their last known inspection, this facility had 0 adult breeding dogs and 151 puppies with no documented USDA violations within the last 5 years at the time of this report being released. This facility is a dog brokering facility which buys puppies from others and resells them to stores. 
  10. Mary Nisley (E), Puppy Lodge LLC AKA Muskingum River Estates AKA Buckeye Elite Pets AKA Freshwater Kennel. Millersburg, Ohio- At the time of their last known inspection, this facility had 86 adult breeding dogs and 124 puppies with no documented USDA violations (for their current broker license nor their breeder license that has been cancelled) within the last 5 years at the time of this report being released.  This facility is a dog brokering facility which buys puppies from others and resells them to stores. Five of the health records for shipments going to this store in 2022 had medical notes regarding umbilical hernias (and repairs) and underbites. Five of the health records for shipments going to this store in 2023 had medical notes regarding umbilical hernias (the veterinarian noted on one puppy that the hernia repair scar was significant), underbites, and dewclaw removal. 
  11. Patrick Fulton, Fulton Enterprises. Alden, Minnesota- At the time of their last known inspection, this facility had 8 puppies with no documented USDA violations within the last 5 years at the time of this report being released. This facility is a dog brokering facility which buys puppies from others and resells them to stores.

**Of the 31 breeders found selling to PuppyGram Detroit in 2023, 19 are suspected to be unlicensed because we could not find a USDA or state license for them. The data below includes 2023 sourcing. 

  1. Elmer Raber (J) & Carolyn Raber, Cedar Lane Kennels. Loogootee, Indiana- At the time of their last known inspection, this facility had 30 adult breeding dogs and 17 puppies with documented USDA violations within the last 5 years at the time of this report being released. In February 2023, this facility received a violation pertaining to attending veterinarian and adequate veterinary care for dogs. Sometime after this violation, this facility cancelled their USDA license and have not procured another. 
  2. Floyd Bontrager, Kuntry Lane Kennel. Salem, Indiana- At the time of their last known inspection, this facility had 7 puppies and documented USDA violations within the last 5 years at the time of this report being released. In 2023, this facility received a critical violation pertaining to housing facilities because two dogs disappeared from the facility. This facility is a dog brokering facility which buys puppies from others and resells them to stores.
  3. Joseph Knepp, Lovable Gold Star Puppies. This facility is a dog brokering facility which buys puppies from others and resells them to stores.
  3. Michael Schoeff, Premier Pups AKA Puppy Avenue Inc. Johnstown, Ohio- After canceling their dealer license sometime after their last USDA inspection in June 2019 where they had 13 puppies, Premier Pups still sold puppies to pet stores. This facility was a dog brokering facility that bought puppies from others and resold them to stores.

  1. Ann Miller & Pete Miller, Miller’s Kennel AKA Triple H Kennels. Milan, Missouri- At the time of their last known inspection, this facility had 79 adult breeding dogs and 39 puppies with no documented USDA violations within the last 5 years at the time of this report being released. Pete Miller, Triple H Kennels is also licensed at this facility address. At the time of their last known inspection, they had 51 adult breeding dogs and 30 puppies with no documented USDA violations since their licensing in May of 2024.  
  2. Charles Feldmann, Pleasant Run Kennel. Sheldon, Missouri- At the time of their last known inspection, this facility had 103 adult breeding dogs and 90 puppies with no documented USDA violations within the last 5 years at the time of this report being released but had state violations pertaining to veterinary care in 2021. 
  3. Chris Fleming, Pinnacle Pet AKA Sobrad LLC. Neosho, Missouri – At the time of their last known inspection, this facility had 0 adult breeding dogs and 153 puppies with no documented USDA violations within the last 5 years at the time of this report being released.  This facility is a dog brokering facility which buys puppies from others and resells them to stores. 
  4. Dawn Coffman, Misty Trail Kennels. Pocahontas, Arkansas- At the time of their last known inspection, this facility had 165 adult breeding dogs and 37 puppies no documented USDA violations within the last 5 years at the time of this report being released. 
  5. Larry Crowley & Debra Crowley. Ellsinore, Missouri- At the time of their last known inspection, this facility had 72 adult breeding dogs and 50 puppies with no documented USDA violations within the last 5 years at the time of this report being released. One of the health records for shipments going to this pet store in 2022 had a medical note regarding a right testicle inguinal. 
  6. F. Mark Coffman, Misty Trail Kennels. Maynard, Arkansas- At the time of their last known inspection, this facility had 0 animals with no documented USDA violations within the last 5 years at the time of this report being released. This facility is a dog brokering facility which buys puppies from others and resells them to stores.
  7. Patrick Fulton, Fulton Enterprises. Alden, Minnesota- At the time of their last known inspection, this facility had 8 puppies with no documented USDA violations within the last 5 years at the time of this report being released. This facility is a dog brokering facility which buys puppies from others and resells them to stores. 
  8. Rosalie Claxton, V&R Country Kennels. Seymour, Missouri- At the time of their last known inspection, this facility had 20 adult breeding dogs with documented USDA violations within the last 5 years at the time of this report being released. In 2021 this facility received a violation pertaining to cleaning, sanitization, housekeeping, and pest control. Another inspection was not attempted until 2022 when Claxton received a violation for an attempted inspection. Sometime after this violation, Claxton cancelled their USDA violation, they have a history of cancelled licenses but have not procured another USDA license since. 
  9. Monica Sheeley and Dan Sheeley, SouthPaw Pets AKA Premium Paws. Neosho, Missouri- This facility holds both a USDA A license for breeding and a USDA B license for dealing. At the time of their last known inspection, this facility had 40 puppies at their brokering facility and another 45 adult breeding dogs and 93 puppies at their breeding facility with no documented USDA violations within the last 5 years besides missed inspections at the time of this report being released. 

*Please note* We do not receive documents about the Michigan breeders these stores might source from, since CVIs are not needed unless animals cross state lines. Since the stores also source from brokers, there are likely many more breeders supplying puppies through them.
