3.1(e) (Non-Critical) – Housing facilities, general.
Extra supplies of dog food are currently stored on the floor and against the wall in the “picture room” and “quarantine room”. Cleaning cannot be properly done under and around the supplies not allowing for adequate protection against contamination or vermin infestation. All supplies of food must be stored off the floor and away from wall to prevent contamination or infestation and to facilitate effective cleaning measures.
3.2(b) (Non-Critical) – Indoor housing facilities.
Upon entering the air conditioned rooms A and B used to house puppies, a strong ammonia odor was detected. The odor was strongest in room B but was easily detected in both rooms by the inspector even while wearing a N95 mask that decreases odor perception. The odor started to dissipate once the doors to the rooms were opened. Ammonia inhalation can be detrimental to animal health, especially the respiratory systems of dogs housed indoors. The licensee must keep the housing facilities sufficiently ventilated for the health and well-being of the dogs by minimizing odors, drafts, ammonia levels, and moisture condensation.
3.8 (Non-Critical) – Exercise for dogs.
The dog exercise program was not documented fully and was not approved by the attending veterinarian. An exercise plan ensures that all animals are receiving an adequate opportunity for exercise and physical movement. The applicant must develop an exercise plan with the attending veterinarian that documents the frequency, method, and duration of exercise for each dog. This inspection was a site approval inspection. This site is not ready for approval to conduct activity covered under your current Animal Welfare Act License. Conducting regulated activities at a non-approved site is a violation of the Animal Welfare Act. Please contact your inspector to schedule your next new site approval inspection. This inspection and exit interview were conducted with a facility representative. End Section

2.75(a)(1) (Non-Critical) – Records: Dealers and exhibitors.
There are five records of disposition from an unlicensed source confirming the acquisition of 24 dogs/puppies that are missing information. Four documents do not have the date of sale. One document is missing the date of birth or approximate age for four animals. One document is missing the color and any distinctive markings of four animals. On two different records, the dates of birth do not match the electronic records provided by the facility, encompassing six animals in total. On one record, the sexes of four dogs do not match the electronic records provided by the facility. Four animals on one acquisition record are missing from the electronic records provided by the facility. This information is required to ensure animal tracking and the accountability of acquisition/disposition is possible. Correct this by ensuring that full and accurate information on all acquisition and disposition records are provided. Correct By: 12/15/2021
2.132(d) (Critical) – Procurement of dogs, cats, and other animals; dealers.
The licensee is knowingly acquiring animals from an unlicensed business who is required to have a USDA license. There are five disposition records that confirm the transfer of 24 dogs/puppies from the un-licensed source and acquired by the facility. The licensee stated he is on the board of the unlicensed business. The unlicensed business acquires animals from several different locations, they are not born and raised on the unlicensed facilities premise. After acquiring the dogs/puppies, the animals are transferred to his facility for re-sale or re-distribution to other LPO locations within the US. Brokers shall not knowingly obtain any dog from any person/business who is required to be licensed but who does not hold a current, valid, and unsuspended license. Correct by ensuring all animals are acquired from locations that maintain a USDA License or are exempt from requiring a USDA License. Correct By Close of business on 12/14/2021 This inspection was conducted with facility representatives and exit interview was conducted with the Licensee.
