2.126(a)(2) (Non-Critical) – Access and inspection of records and property; submission of itineraries.
The licensee was unable to find an APHIS Form 7006 for three pups that were sold sometime around June of 2023. Not being able to find records doesn’t allow for APHIS officials to be able properly track animals going through the licensee’s facility. The licensee must file or secure all records so they are available to be inspected by APHIS officials during the inspection process. Correct starting on 9/27/23.

3.13(b) (Non-Critical) – Veterinary care for dogs.
The licensee is treating a female Bichon/Poodle mix for a sore/scrape on its left front shoulder with Blu-Kote per the Attending Veterinarian’s orders, but the licensee has failed to document the injury to the dog or the Veterinarian’s diagnosis and treatment plan. Not documenting everything done to the dog medically doesn’t allow for APHIS officials to ensure the dog is being treated properly by the Attending Veterinarian. All injuries/illnesses to any dog must be documented going forward. All diagnoses/prognoses and treatment plans must also be documented by the licensee as required under the Animal Welfare Act. Correct starting on 9/27/23. This inspection was a site approval inspection. This site is not ready for approval to conduct activity covered under your current Animal Welfare Act License. Conducting regulated activities at a non-approved site is a violation of the Animal Welfare Act. Please contact your inspector to schedule your next new site approval inspection. This inspection and exit interview were conducted with the licensee. End of report. n

2.50(a)(1) (Non-Critical) – Time and method of identification.
Fourteen of the adult dogs in the kennel are not properly identified by a tag, tattoo, or microchip. Not having proper identification on all adult dogs doesn’t ensure the dogs can be easily identified and traced by an APHIS official. All adult dogs must be identified by tag, tattoo, or microchip. Correct by 5/16/24.

3.6(c)(1)(i) (Non-Critical) – Primary enclosures.
Five puppies were in an enclosure that measured 42” X 31″ for a total of 1,302 square inches of space. Three of the puppies measured 12” and two measured 11”. The five puppies together required 1,550 square inches of space. Their enclosure was short by 248 square inches of space. Cage space requirements ensure that the dogs have enough room to move about freely within their enclosures. It minimizes the dogs from stepping or sitting in their feces or urine and also minimizes the spread of disease. The licensee must ensure that all enclosures containing dogs and puppies have enough floor space to meet the minimum floor space requirements for the number of and the size of the dogs in that enclosure. Correct starting on 5/2/24.

3.13(a)(2) (Non-Critical) – Veterinary care for dogs.
A complete physical exam of all the adult dogs has not been completed in the past year. Not having the physical exams completed doesn’t ensure that adequate veterinary care is being provided to the dogs. The licensee must have the Attending Veterinarian conduct annual exams on all the adult dogs. Correct by 6/2/24.

3.13(a)(3) (Non-Critical) – Veterinary care for dogs.
None of the adult dogs are current on their distemper and parvo vaccines. In addition, no dogs have been sampled for heartworm or fecal parasites in the past year. Not vaccinating all adults dogs and not sampling the adult dogs for parasites doesn’t ensure the dogs are adequately protected from various diseases and parasites. All adult dogs must be vaccinated for distemper and parvo and must be sampled for parasites in accordance with a plan from the Attending Veterinarian. Correct by 6/2/24. This inspection and exit interview were conducted with the licensee. End of report. n

3.13(a)(2) (Non-Critical) – Veterinary care for dogs.
A complete physical exam of the 16 adult dogs is overdue according to the Program of Veterinary Care. The last physical exam was completed on July 12, 2024. To help ensure that the adequate veterinary care is being provided/maintained for the dogs and that the program of veterinary care is being followed, annual exams must be conducted at least once every 12 months. Licensee must ensure that all adult dogs have a physical exam conducted by a veterinarian at least once every 12 months. • To be corrected by: September 17, 2025 This inspection and exit interview were conducted with licensee. n

2.40(b)(2) (Non-Critical) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
A male poodle aged 3-4 years old (#16) had hair loss on its lower back. The hair loss has been there for a few months and according to the licensee, the hair loss has increased over time. The licensee has not contacted the attending veterinarian. Hair loss can indicate underlying health issues. It can be irritating and can potentially even be caused by something that is contagious to other dogs or even people. The licensee needs to contact the attending veterinarian and initiate treatment per his/her instructions. Correct by 2/28/26.

2.50(a)(2) (Non-Critical) – Time and method of identification.
Sixteen puppies in the kennel had no identification. Not having proper identification on all puppies doesn’t allow for APHIS officials to properly track the movement of the dogs through the kennel. The licensee must identify all puppies in the kennel in accordance with the Animal Welfare Act. Correct starting on 3/4/26.

3.1(c)(3) (Non-Critical) – Housing facilities, general.
An enclosure containing an adult female and three puppies had carpeting in it that was frayed and had not been changed out in five weeks. The carpeting was filthy and discolored from the fecal material on it. Not replacing the carpeting when it can’t be sufficiently cleaned can contribute to the spread of disease. The carpeting must be replaced or removed. Correct starting on 2/25/26.

3.1(e) (Non-Critical) – Housing facilities, general.
The container inside the kennel that stores the bedding did not have a lid on it and a container located outdoors that contains bedding did not have a lid that covered the entire opening and snow had accumulated on the bedding. Not storing the bedding properly can result in the bedding becoming contaminated which can result in the spread of disease. Storage containers for bedding must have a properly fitting lid to prevent contamination. Correct starting on 2/28/26.

3.11(b)(2) (Non-Critical) – Cleaning, sanitization, housekeeping, and pest control.
When entering the kennel, there is a strong smell of ammonia. The puppy cages were dirty and had a good amount of fecal material caking the grates and surfaces that the dogs were laying on. Not sanitizing all enclosures every two weeks or more often as necessary can contribute to the spread of disease. All enclosures must be sanitized every two weeks or more often as necessary. Correct by 3/4/26.

3.13(a)(3) (Non-Critical) – Veterinary care for dogs.
One adult dog has not been vaccinated against distemper or parvo in the past year and a half. Two cages of puppies (6 total puppies) didn’t get their parvo vaccines and dewormer in accordance with the schedule from the attending veterinarian. In addition, no dogs have been sampled for fecal parasites in the past year. Not vaccinating all adults dogs/puppies, not deworming puppies, and not sampling the adult dogs for fecal parasites doesn’t ensure the dogs are adequately protected from various diseases and parasites. All adult dogs must be vaccinated for distemper and parvo, all puppies must be dewormed and vaccinated in accordance with the schedule from the attending veterinarian, and the population must be sampled for parasites in accordance with the plan from the attending veterinarian. Correct by 3/25/26. This inspection and exit interview were conducted with the licensee. End of report. Additional Inspectors: KELLY MAXWELL n
