2.50(b)(3) (Non-Critical) – Time and method of identification.
A method of identification for puppies less than 16 weeks of age is not currently being used. The licensee states one litter of 4 puppies has a cage card but it is at his home (30 minutes away). The other litter has 6 puppies that are only 1-2 weeks old and the licensee states he has not made a cage card for them yet. Proper identification of dogs is important for disease trace back, or in cases of theft or loss. Class “A” dealers shall identify all live dogs on the premises. Correct by ensuring proper identification is used, documented, and maintained for all dogs at the facility. Correct by: August 30, 2023.

2.75(a)(2) (Non-Critical) – Records: Dealers and exhibitors.
Of the 25 adult dogs at the facility, 9 of them were missing from the APHIS form 7005 Record of Acquisition and Dogs on Hand (36%). It is important to maintain an updated Record of Acquisition and Dogs on Hand for ease of inspection, tracking movements of animals, and for recovery in instances of loss or theft. Correct by ensuring the APHIS form 7005 is regularly maintained with up-to-date information of the dogs at the facility. Correct by: August 30, 2023.

3.13(a)(4) (Non-Critical) – Veterinary care for dogs.
A fawn Male Pug, “Grizz”, has significant buildup of hard, brown organic debris on the teeth of the upper jaw. On the right side a premolar (tooth directly behind the canine tooth) has root exposure and appears loose. The right third incisor (tooth directly in front of the canine tooth) has a similar appearance with a significant accumulation of hard, brown organic debris, root exposure, and may be loose. The dog is not thin and did not show pain on oral inspection. There is also a buildup of waxy, dark brown material in both ears of this dog. The ears are not red and the ears do not appear to make the dog uncomfortable. Buildup of hard, brown debris on the teeth, exposure of the tooth roots, and loose teeth can be signs of dental disease. Dental disease can be a source of pain and infection for dogs, possibly leading to problems eating, weight loss, or tooth loss. Excessive debris in the ears can be a sign of an ear problem. While there are several causes of ear problems in dogs, they can all lead to discomfort, excessive head shaking, stress, and decreased hearing. The licensee must ensure that preventative care and treatments are being regularly performed to ensure healthy skin, ears, eyes, and teeth, in accordance with the established Program of Vet Care. Correct by contacting the Attending Veterinarian for an evaluation of this dog. Correct by: August 18, 2023. This inspection and exit interview were conducted with the licensee. n

2.126(b) (Non-Critical) – Access and inspection of records and property; submission of itineraries.
A responsible adult was not available to accompany the APHIS Official during the inspection process at 1:05pm on Tuesday, April 22, 2025. The inspector attempted to contact the licensees but upon arriving at the facility, was informed by a family member that the licensees were not present and would not be available for several hours. Failure to provide access to the facility, animals, and records for inspection is a serious violation of the AWA and regulations. Failure to comply may result in enforcement action. End Section

2.40(b)(2) (Non-Critical) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
There is an expired bottle of medication in use by the facility. A bottle of Safegard (febendazole) de-wormer expired in October 2023. Expired or improperly labeled medications can be dangerous as the efficacy and potency cannot be confirmed. If the medications are no longer effective, normally preventable diseases may become a problem. Correct by ensuring that all medications are properly labeled and not expired, so the facility is able to use the appropriate methods to prevent, control, diagnose, and treat diseases. The licensee disposed of the expired medication at the time of the inspection. Correct by: August 1, 2025, onward.

2.75(a)(1) (Non-Critical) – Records: Dealers and exhibitors.
The facility is not creating records of acquisition for puppies. There were three litters totaling fourteen puppies for which no acquisition records, commonly maintained on an APHIS 7005 form or a cage card, were created or maintained. Accurate record keeping is essential so that APHIS inspectors can adequately identify the movement of dogs into and out of the facility, especially in cases of loss or theft, and to help confirm adequate veterinary care was provided to all animals at the facility. Each dealer shall make, keep, and maintain records which fully and correctly disclose the information concerning dogs who are acquired, owned, held, or otherwise in possession or under their control; these records shall include any offspring born by any dog while in their possession. Correct by: August 1, 2025, onward.

3.13(a) (Non-Critical) – Veterinary care for dogs.
There was no written Program of Vet Care (PVC) available for review at the time of inspection. A written PVC outlines instructions given by the Attending Veterinarian (AV) to the facility for how the care of the regulated animals regarding physical examinations, vaccinations, fecal sampling, heartworm sampling, de-worming and preventative care such grooming and checking teeth is to be performed. Lack of a program of veterinary care for dogs can lead to insufficient routine veterinary care, and untimely diagnosis and treatment of the dogs. Each dealer must follow an appropriate program of veterinary care for dogs that is developed, documented in writing, and signed by the Attending Veterinarian. Facilities must keep and maintain the written document and make it available for APHIS inspection. Correct by: August 1, 2025, onward.

3.13(b)(3) (Non-Critical) – Veterinary care for dogs.
There are no medical records available for review at the time of inspection for proof of fecal sampling and vaccination in adult dogs for two of the vaccines required in §3.13(a)(3) of the Animal Welfare Act (distemper and parvovirus). The facility representatives state the vaccinations were given and are believed to be current, however, they could not provide documentation. The facility representatives were unsure if the fecal sampling had been performed within the last year. Lack of appropriate documentation of medical records prevents APHIS inspectors from being able to accurately assess compliance with the veterinary care requirements of the Animal Welfare Act. Dealers must keep copies of medical records for dogs and make those records available for inspection. Correct by: August 1, 2025, onward. This inspection and exit interview were conducted with the facility representatives. n

A responsible adult was not available to accompany the APHIS Official during the inspection process at 11:45am on November 24, 2025. The inspector attempted to contact the licensee and spoke with him by phone, but he was away and would not be available for several hours.
