2.40(b)(2) (Direct) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
A male Yorkshire Terrier (#7E10060732 DOB 01-16-2017, “Zack Zipper GD”) has poor dental health. Approximately, half the surface of the upper left canine tooth is covered in a thick buildup of grey colored organic material, the tooth also appears blackened with recessed gums. Three quarters of the upper right canine tooth and upper right incisor are covered in a thick buildup of grey colored organic material and appear blackened with recessed gums. The gums are slightly reddened and have receded away from the dogs remaining teeth. The condition of the dog’s teeth has not been identified by the facility, and no treatment has been provided. The licensee stated that her attending veterinarian completes dentals in August during his annual visit. The licensee also stated that her attending veterinarian completed a dental and pulled teeth on this dog in August of 2025. Poor dental health can cause pain and discomfort and lead to further health issues. Each dealer must use appropriate methods to prevent, control, diagnose, and treat diseases and injuries. The licensee must have this dog evaluated by a veterinarian for an accurate diagnosis and to develop an effective treatment plan. The licensee must also ensure that each dog receives adequate veterinary care at all times. To be corrected by: The licensee was verbally told this dog needed to be evaluated by a veterinarian by noon (12PM) 27- March-2026.
3.13(b)(1) (Non-Critical) – Veterinary care for dogs.
3.13(b)(1) Six dogs had dentals in August 2025. The licensee was able to present a bill from the attending veterinarian showing “6 clean teeth”. The document did not contain the dog’s identity, breed, sex, age, or tag number. Failure to provide information concerning the identity of the animal on medical records does not allow APHIS officials to determine which dogs the medical record belongs to and interferes in the inspector’s ability to determine if the animal has received adequate veterinary care. Each dealer shall make and keep medical records for dogs that include the identity of the animal, including identifying marks, tattoos, or tags on the animal and the animal’s breed, sex, and age. The licensee must ensure that all medical records contain the identification of the dog in order to allow APHIS officials to determine if a specific dog has received adequate veterinary care. To be corrected by: March 26, 2026, all medical records must contain the dog’s identification. This inspection and exit interview were conducted with the licensee. n
