2.50 (Non-Critical) – Time and method of identification.
Many adult dogs were observed to not have their official identification (tags) today. The licensee said that they built a new kennel building and the tags haven’t been transferred over from the old building when collars were removed and then dogs were moved to the new building. Proper, official identification can be important for animal husbandry and health tracking of animals. All dogs 16 weeks or older must have official identification. ***Correct by 5/12/2022.

2.75(a)(2) (Non-Critical) – Records: Dealers and exhibitors.
APHIS 7005 (Record of Acquisition of Dogs and Cats on Hand) was not complete for the dogs on hand in the kennel. The licensee said that dogs were transferred to a family member in December 2020 and their copy of APHIS 7005 went with those dogs but APHIS 7006 (Record of Disposition ) wasn’t completed. Current and accurate records of dogs on hand can be important for animal health purposes. Ensure that APHIS 7005 is updated to fully and correctly show the required information for each dog in the kennel. Also ensure that APHIS 7006 is correctly completed for any dog dispositions, including adult dogs. ***Correct by 5/16/2022.

3.1(e) (Non-Critical) – Housing facilities, general.
The main food storage had unopened bags stored on the floor and against the wall and two opened bags in use were inside the animal room in the walkway. Food that is not stored properly could get contaminated and make dogs sick. Open bags of food or bedding must be kept in leakproof containers with tightly fitting lids. The unopened supplies of food and bedding must be stored in a separate space from the dogs and off the floor and away from the walls to allow cleaning underneath and around the supplies. Ensure that all food and bedding is stored properly to prevent contamination and spoilage. ***Correct by May 6, 2022.

3.6(a)(2)(i) (Non-Critical) – Primary enclosures.
The northeast outdoor deck area has a lockout bar in front the flapper doors that isn’t secured to the wall yet. It has brackets with screwpoints that dogs could possibly reach in this area. Points could injure dogs. Ensure that the screws are removed or installed so that the dogs cannot contact screwpoints. ***Correct by 5/29/2022.

3.6(a)(2)(x) (Non-Critical) – Primary enclosures.
The southeast outdoor deck floor for 9 adult dogs has a gap about 3 inches wide that the dogs step over. No dogs were seen to have feet go through it but this gap could allow feet to to pass through and needs to be corrected to protect dogs’ feet and legs from potential injury. Ensure that all floors are constructed in a manner that do not allow the dogs’ feet to pass through any openings in the floor. ***Correct by May 5, 2022.

3.11(a) (Non-Critical) – Cleaning, sanitization, housekeeping, and pest control.
Three outdoor deck areas on the west side and an indoor area for one of the same dogs had excessive feces indicating daily spot cleaning hasn’t been done. Daily removal of excreta and food waste from enclosures is required to reduce disease hazards, insects, pests, and odors. To protect dogs’ health ensure that a daily spot-cleaning is being done on all enclosures to remove excreta and food waste. ***Correct by 4/29/2022. 2.40(b)(2) (Non-Critical) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
Expired pyrantel (Exp 3-2022) was stored with other medications and reportedly used with some dogs last month. The storage of expired medications could allow them to be used and the use of expired medications might not be effective to treat/prevent conditions and some expired medications might harm animals. Ensure that expired medications are properly disposed of and not stored with medications that are ready to be used. Correct by Aug 25, 2022.

2.50 (Non-Critical [REPEAT]) – Time and method of identification.
Identification was assigned to each dog except one new adult (per 7005 form) however, 10 adult dogs were observed to not have their tags. The licensee reported that all had tags put on each dog since last inspection, however it appears that light chain was used for tags and many have broken off (some broken chain with tags were found during inspection). For husbandry tracking and health tracking purposes each adult dog must have official identification. Ensure that each adult dog has its tag attached with a generally acceptable and safe material such as a smooth collar.

3.6(a)(2)(i) (Non-Critical [REPEAT]) – Primary enclosures.
A divider in one enclosure is made of metal and the edges and holes in it had sharp edges exposed to the dogs in it (divider was removed from enclosure prior to exit interview). Also, a broken feeder edge had sharp and rough metal edges exposed to dogs in it. Sharp and rough edges could injure dogs. Ensure surfaces dogs can contact do not have sharp points or edges.

3.11(a) (Non-Critical [REPEAT]) – Cleaning, sanitization, housekeeping, and pest control.
Two enclosures had more than a day’s worth of excreta/waste on the floor of the outdoor deck floor that dogs walk on. Excessive waste and excreta can cause conditions that can cause sickness and reproduce pests such as flies. Ensure that excreta and waste in all areas of enclosures is removed daily. This inspection and exit interview were conducted with facility representatives. n

3.6(c)(1)(i) (Non-Critical) – Primary enclosures.
In a 29″x29″ enclosure (5.84 sq ft of floor space) there are three weaned puppies housed in it and six puppies in another of the same size. The puppies measure eleven inches from nose to the base of the tail and so each puppy needs 2.01 sq ft of floor space. The 29″x29″ enclosures provide minimum space for 2 puppies that are 11 inches long. A lack of space could cause health problems in dogs. Ensure that weaned puppies have at least the minimum required space as outlined in the Animal Welfare Act (USDA technical note with minimum space chart was also left with the licensee at exit interview). Correct by 12/8/2022 (Note: facility has extra enclosures that they began to make ready so that all weaned puppies have adequate space)

3.11(a) (Non-Critical [REPEAT]) – Cleaning, sanitization, housekeeping, and pest control.
Eight of the outdoor runs have not had daily spot cleaning; licensee said that outdoor spot cleaning is done every few days. Also, the trays under two enclosures with weaned puppies had a strong odor when I stood by them and licensee said trays are cleaned about every 4 days. Daily spot cleaning of all surfaces dogs can contact are required, including outdoor runs. Pans under primary enclosures such as the weaning enclosure must be cleaned often enough to prevent excessive odors. A lack of daily spot cleaning can cause animal health problems and animal discomfort. Ensure that all surfaces of adult dog runs are daily spot cleaned and that the pans under weaning pens are cleaned more often to prevent strong odors.

3.13(a)(3) (Non-Critical) – Veterinary care for dogs.
The written program of veterinary care (PVC) does not have a written plan from the attending veterinarian for heartworm and fecal sampling. A lack of a written plan does not ensure that important health sampling will be completed. The written PVC must have a sampling schedule approved by the attending veterinarian for heartworm and fecal sampling. Correct by January 4, 2023.

3.13(b)(4) (Non-Critical) – Veterinary care for dogs.
The licensee reports that the AV took a fecal sample in the fall and also a heartworm test on 11/28/22, however a record of each test results from the attending veterinarian was not available. The dates and findings/results of all screening, routine, or other required tests or examinations are required to be kept on record by the licensed facility. Ensure to request and maintain records of results for tests that the AV conducts on animals. Correct by January 4, 2023. This inspection and exit interview were conducted with a facility representative. n

3.11(a) (Non-Critical [REPEAT]) – Cleaning, sanitization, housekeeping, and pest control.
The sheltered indoor area of the facility was clean, however six outdoor runs were excessively soiled with fecal material. Material was seen mostly on the solid part and some on the mesh area of those outdoor runs and appeared some dogs had stepped in the waste. Excreta (fecal material and waste) must be removed daily. Excessive excreta that dogs walk in can cause animal discomfort and cause disease hazards. To protect dog health and comfort, the facility must ensure to maintain a daily routine of removing waste and excreta/fecal material. This inspection and exit interview were conducted with facility representatives. End Section

2.50 (Non-Critical [REPEAT]) – Time and method of identification.
The facility had update ID tags and acquired new chain collar material, however at least 17 dogs were observed to not have their ID tags. The licensee said that the new material has been breaking. Lack of ID tags can make tracking husbandry and health conditions of each dog difficult. Ensure to obrtain and affix ID’s with a collar made of material generally considered acceptable to pet owners as a means of identifying their pet dogs.

2.75(a)(2) (Non-Critical) – Records: Dealers and exhibitors.
The facility APHIS 7005 has not been updated to reflect 5 new adult dogs in the kennel. APHIS 7005 must be maintained up to date to reflect the animals that are in the facility and can be important if animal tracking needs to be done. Ensure to update APHIS 7005 with all current animal information and maintain it at all times to reflect animals on hand. ***Correct by June 28, 2023.

3.11(a) (Non-Critical [REPEAT]) – Cleaning, sanitization, housekeeping, and pest control.
Indoor areas were clean and the majority of outdoor runs were clean, however 2 outdoor runs on the west side of the building had more than one day’s amount of waste material on the floor. Lack of daily spot cleaning of dog waste can increase disease and pest hazards for the dogs. Ensure to make daily removal of waste in areas that dogs can contact it (including outdoor runs) part of the daily chore routine. This inspection and exit interview were conducted with a facility representative. n

2.50 (Non-Critical [REPEAT]) – Time and method of identification.
Most dogs were wearing their ID tag, however two dogs had lost their tag (one tag was found during inspection) and some dogs’ ID tags were lacking the required letters ‘USDA’ and License Number. Properly identifying dogs is required and can be important for health tracking. Ensure that each tag is affixed to each dog’s neck by means of a collar made of material generally considered acceptable to pet owners as a means of identifying their pet dog and that each tag has the required information including the letters ‘USDA’ and the license number.

2.126(a)(2) (Non-Critical) – Access and inspection of records and property; submission of itineraries.
The record of adult dog physical exams that the facility had for previous inspections could not be located this inspection. A note on the written program of veterinary care (PVC) suggests that adult physical exams were last done November 28, 2022. Ensure to locate the record of physical exams for the adult dogs or work with the attending veterinarian to get an updated physical exam on each dog (which is required for each dog within every 12 months) and maintain a record of the physical exam findings. Correct by November 28, 2023. This inspection and exit interview were conducted with a facility representative. n

3.8 (Non-Critical) – Exercise for dogs.
The facility has an exercise program that was approved by the previous attending veterinarian, however the new attending veterinarian has not approved the written exercise program. An exercise program that is approved by the attending veterinarian helps ensure dogs are getting adequate space and exercise. Ensure that the exercise plan is approved by the current attending veterinarian.

3.13(a)(3) (Non-Critical) – Veterinary care for dogs.
The new written program of veterinary care lists de-worming products that the facility uses, however does not have a schedule of de-worming for adult dogs that is determined by the attending veterinarian (AV). I described what the facility currently does to the AV who suggested it might need some changes or closer review. De-worming on a schedule that is approved by the AV is important to be sure adequate parasite prevention is being given. The facility must obtain and follow a de-worming schedule that is approved by the attending veterinarian. This is a Re-License Inspection for a Class A license. The inspection and exit briefing were conducted with the applicant. All items must be in compliance within 2 more inspection(s) by 12/31/2023 or the applicant will forfeit the license fee and must wait 6 months to reapply. 2.126(b) (Non-Critical) – Access and inspection of records and property; submission of itineraries.
A responsible adult was not available to accompany an APHIS Official during the inspection process at 5:00 – 5:30pm on 4/30/2024. Inspector knocked on doors and waited 30 min. Failure to provide access to the facility, animals, and records for inspection is a serious violation of the AWA and regulations. Failure to comply may result in enforcement action. End Section

2.40(b)(2) (Non-Critical) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
Toltrazuril which has been used for the puppy de-worming schedule was expired (5/2024). The use of expired medications might not be effective and sometimes could make animals sick. Ensure that expired medications are not used. ***Correct from 7/8/2024 forward. This inspection and exit interview were conducted with a facility representative. n

2.40(b)(3) (Direct) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
Male red poodle #1653 had a moderate amount of tartar and his lower front incisor and an upper right premolar were loose to the touch. These dental problems were pointed out to the licensee during inspection and hasn’t been reported to the attending veterinarian. Untreated dental problems can cause disomfort and cause additional health problems in dogs. Ensure that this dog is seen by the attending veterinarian (or another licensed veterinarian) for evaluation and treatment. ***Correct by 2/4/2026.

2.50 (Non-Critical [REPEAT]) – Time and method of identification.
Dog 1653 did not have his tag; per licensee it has been lost. Dogs must have official identification which can be important for animal health tracking. Ensure that each dog has an official tag affixed as required.

3.11(a) (Non-Critical [REPEAT]) – Cleaning, sanitization, housekeeping, and pest control.
Outdoor runs are not getting a daily spot clean to remove excreta. Inadequate daily spot cleaning can cause a build-up of excreta and increase risk of health problems. Ensure that daily routine of daily spot cleaning is in place to prevent a build- up of excreta on surfaces that dogs touch.

3.13(a)(2) (Non-Critical) – Veterinary care for dogs.
The last recorded head-to-tail physical exams (wellness checks) by the attending veterinarian were Oct 2023 at the facility. A call to the AV to verify if updated physical exams have been completed was not returned, however the licensee thinks the last physical exams were what is in the records. Yearly head-to-tail physical exams by the attending veterinarian help ensure that each dog is healthy. Ensure to contact the attending veterinarian to get annual physical exams completed as required. ***Correct by March 2, 2026. This inspection and exit interview were conducted with facility representative. n

2.40(b)(2) (Non-Critical) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
The licensee has a bottle of norocillin that is being stored at room temperature. At the time of inspection it was 76 degrees Farenheit. The directions on the bottle require it to be stored at refrigeration temperatures of 36-46 degrees Fahrenheit. The licensee has used this bottle on a regulated dog. Not storing medications at the temperature that is required on the label can result in the medication to become chemically altered and go bad. The medication can become toxic and/or ineffective. This can result in the dog possibly becoming sick from the medication or the medication not having the desired effect of treatment for the dog. All medications must be stored in accordance with what is documented on the label. Correct starting on 5/15/26.

3.1(a) (Non-Critical) – Housing facilities, general.
A doggy door was broken/chewed up and half of it was missing. The chewed up edges don’t allow for the doggy door to be properly cleaned and sanitized. In addition, there is a big gap that could make it difficult to keep the cold out of that enclosure in the winter months. Housing facilities for dogs must be designed and constructed so they are structurally sound. They must be kept in good repair. During inspection, a dog was able to leave one enclosure and enter another enclosure. While the the licensee and I didn’t observe it, we believe the dog hopped over the separating wall of the enclosure. I did observe the one enclosure to have only two dogs one minute and then a minute later the enclosure had three dogs in it. Having enclosures that don’t contain the animals securely or restrict other animals from entering it could result in dogs getting injured when they are moving (jumping over the wall) from one enclosure to the other. Also, a dog entering an enclosure it wasn’t intended to be in doesn’t ensure that dog will be compatible with the dogs that are in that enclosure that it moved (jumped) into. This could result in a dog fight and potential injuries or even the death of a dog. The licensee must ensure the enclosures contain all the dogs securely and restrict other animals from entering. Correct by 5/16/26.

3.11(a) (Non-Critical [REPEAT]) – Cleaning, sanitization, housekeeping, and pest control.
Feces was accumulating throughout most of the enclosures throughout the kennel. When asked, the licensee stated they were last cleaned two days ago. The accumulation of feces can contribute to the spread of disease. Excreta must be removed from the primary enclosures daily.

3.11(b)(2) (Non-Critical) – Cleaning, sanitization, housekeeping, and pest control.
At least three doggy doors had grime built up on them. At least three enclosures containing nursing dogs and their puppies had grime and feces material smeared onto the floor within the enclosure. The licensee wasn’t sure exactly when the enclosures were last sanitized but thought it was pushing two weeks. Grime built up on the doggy doors and fecal material smeared onto the floor of female dogs and their puppies can contribute to the spread of disease. Used primary enclosures must be sanitized every two weeks or more often as necessary to prevent the accumulation of dirt, debris, excreta, and other disease hazards. Correct by 5/18/26.

3.11(c) (Non-Critical) – Cleaning, sanitization, housekeeping, and pest control.
Three empty enclosures had mouse droppings scattered throughout the enclosures. The licensee is not currently using those enclosures. The licensee stated he had a mouse problem months ago, but has taken care of that and this feces accumulation is from the mouse problem he had months ago. Not cleaning up old mouse feces can contribute to the spread of disease within the kennel. All housing facilities must be kept clean to help reduce/eliminate the spread of disease. Correct by 5/18/26.

3.13(a)(3) (Non-Critical) – Veterinary care for dogs.
None of the adult dogs are vaccinated against distemper. In addition, none of the adult dogs have been sampled for heartworm or fecal parasites (the program of veterinary care calls for 10% of the dogs to be sampled). Not vaccinating against distemper and sampling for heartworm or fecal parasites doesn’t ensure the population of dogs is adequately protected against those diseases/parasites. The licensee must vaccinate all dogs against distemper and sample the population for heartworm and fecal parasites in accordance with a schedule approved by the attending veterinarian. Correct by 6/15/26. This inspection and exit interview were conducted with the licensee. End of report. n
