2.40(b)(3) (Direct) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
An adult, male Dachshund named “Basil” in the outdoor facility could not use either of his back legs to walk. He was pulling himself across the ground with his front legs while dragging both back legs. The licensee picked the dog up and placed him in a sitting position. He was able to maintain the sitting position but would not attempt to move when verbally encouraged. The licensee was not aware of the dog’s condition until the inspector pointed out the problem. Daily observation is necessary to detect injuries and disease in the dogs so that they can receive appropriate veterinary care. The licensee must conduct daily observation of all animals to assess their health and well-being. The licensee must have this dog examined by a veterinarian for diagnosis, must follow the treatment recommendations, and must maintain a written medical record for inspection. TO BE CORRECTED BY CLOSE OF BUSINESS ON JANUARY 27, 2023. NOTE: The inspection was stopped so that the licensee could contact a veterinarian.

2.50(a)(2) (Non-Critical) – Time and method of identification.
The licensee is not properly identifying puppies that are less than 16 weeks old. Thirty-one puppies did not have any form of identification. Appropriate identification of dogs is necessary to meet recordkeeping requirements for inventory, disposition, transport, and healthcare documentation. The licensee must properly identify puppies with an acceptable form of identification, which include a cage card (if litters are not comingled), a microchip, a collar and tag, or a plastic- type collar with the required information legibly written. TO BE CORRECTED BY JANUARY 31, 2023.

3.4(b)(4) (Non-Critical) – Outdoor housing facilities.
Three enclosures containing a total of 12 dogs had shelters with essentially no bedding. One pen with 3 dogs had 4 shelters; a second pen with 4 dogs had 4 shelters; and a third pen with 5 dogs had 4 shelters. The shelters contained varying amounts of gravel inside and a very small amount, if any, of straw for bedding. The ambient temperature during the inspection was 33.9 degrees F. Inadequate bedding can result in discomfort, stress, and increased incidence of disease. The licensee must ensure that shelters contain clean, dry bedding material when the ambient temperature is below 50 degrees F and must provide additional clean, dry bedding when the ambient temperature is 35 degrees F or lower. TO BE CORRECTED BY JANUARY 27, 2023.

3.11(d) (Non-Critical) – Cleaning, sanitization, housekeeping, and pest control.
A large amount of mouse feces was present on a wash-down in the whelping building, including on a lid of a feed receptacle. The inspector observed a live mouse inside the whelping building during the inspection. Mice can contaminate feed and transmit diseases that affect dogs. The licensee must establish an effective program for the control of pests to promote the health and well-being of the dogs. TO BE CORRECTED BY FEBRUARY 27, 2023. This inspection and exit interview were conducted with the licensee. The exit interview was conducted on January 27, 2023. End Section

Two adult Dachshunds had untreated dental disease. S’mores (m/c# 933000320380513) had excessive tarter on the incisors and molars. The very back molars were encased in tarter. There was also severe gum recession above the left canine tooth. Nutmeg (m/c# 77E10092640) had excessive tarter on her incisors and molars. Some molars were encased in tarter. The gums were red and swollen and recessed away from the teeth. Teeth and/or gum problems can be painful, can affect the ability to eat, and can result in tooth loss. The licensee must establish an effective program of dental maintenance. The licensee must contact a veterinarian to have these dental problems diagnosed and treated and must maintain medical records for the inspector to review. TO BE CORRECTED BY NOVEMBER 09, 2023. The adult female Dachshund named Nutmeg (m/c# 77E10092640) had excessively matted hair on both ears. Matted hair can result in skin problems, can be painful, and can compromise the hair’s ability to provide protection from the heat or cold. The licensee must remove the matted hair from this animal and must establish an effective program of haircoat maintenance. TO BE CORRECTED BY NOVEMBER 10, 2023.

3.1(c)(3) (Non-Critical) – Housing facilities, general.
In the whelping building, an enclosure housing 5 weaned puppies and an enclosure housing an adult dog had excessive dirt and grime on the outside of the doggie doors used by the dogs. Dirt and grime can harbor organisms that can affect the health of the dogs. The licensee must ensure that hard surfaces in contact with the dogs are cleaned and sanitized as frequently as necessary to prevent soiling of the dogs and to reduce disease hazards. TO BE CORRECTED BY NOVEMBER 13, 2023. This inspection and exit interview were conducted with the licensee. n

Four adult dogs had untreated dental disease. Andre, an 8-year-old male Toy Poodle, (m/c# 7E10092628) had excessive tarter build up on his incisors and molars. His molars were incased with tarter. His incisors had tartar build up covering almost three quarters of the teeth and his gums were red and swollen. Philippe, a 12-year-old male Toy Poodle, (m/c# 0A01670943) had excessive tarter on the canines and molars. On the right side the molars were completely encased in tarter with what looked like a line of white film buildup along the gumline. The gums were red and swollen. FeFe, a 5-year- old Toy Poodle, (m/c# 933000320275138) had excessive tarter mainly on her canines and molars on both sides but was even more excessive on her right side. The gum line is starting to recede away from the second tooth behind the canine tooth and the rest of the gums are red and swollen. Mary, a 2-year-old Yorkie, (m/c# 7E10243938) had excessive tarter mainly on her molars. However, on her left side the tooth behind the canine the gum line is starting to recede and there is a white crème or film like material building up in between the tooth and the receding gum line. The rest of her gums are red and swollen. The same four dogs had excessively matted hair all over their bodies. Maily found on their backs, their hind feet/hocks and around their heads. Matted hair can result in skin problems, can be painful, and can compromise the hair’s ability to provide protection from the heat or cold. The licensee must remove the matted from these animals and must establish an effective program of haircoat maintenance. TO BE CORRECTED BY APRIL 5, 2024 This inspection and exit interview were conducted with licensee. n

During a focused inspection one dog, Philippe; a 12-year-old male Toy Poodle, (m/c# 0A01670943), was found to still be excessively matted all over. This included around his neck, down his back and around his legs. Matted hair can result in skin problems, can be painful, and can compromise the hair’s ability to provide protection from the heat or cold. The licensee must remove the matted hair from Philippe and must establish an effective program of haircoat maintenance. Dental disease is still present from inspection on April 3, 2024, however, licensee has discussed this with the attending veterinarian and a treatment plan has been put in place. This inspection and exit interview were conducted with the licensee. n

Two adult Shih Tzus (Ash, male, 933000320380515 and Havana, female, 7E10092632) had excessively matted hair in clumps over their bodies, especially on their heads. The matted hair had to be moved by hand to be able to observe their eyes and ears. Ash had a large mat under his chin that extended from one side of his jaw to the other. When the mat was pushed down, a large skin lesion (about 3” by 2”) was revealed. The skin was reddened and moist. There were 3 yellow, crusted areas that had hair and bedding stuck to them. The licensee was unaware of the skin lesion and the dog was not receiving treatment. Matted hair can result in skin problems, can be painful, and can compromise the hair’s ability to provide protection from the heat or cold. The licensee must remove the matted hair from these animals, consult her veterinarian about diagnosis and treatment of the skin lesions, and must establish an effective program of haircoat maintenance. Medical records must be maintained and available for inspection. The licensee must ensure that all animals receive adequate veterinary care at all times. The inspection and an initial exit interview were conducted with the licensee on 6/27/2024. A final exit interview was conducted on 6/28/2024 when the inspection report was delivered. n

Fifteen dogs were identified with severe dental conditions or matted hair. Three dogs (Philippe, FeFe and Little Miss Mary) have been identified in previous inspections for the same conditions. They were taken to a veterinarian who provided her with recommendations that she has not followed. Big Boy (MC# 0A02207228, DOB 5/24/14) a male Yorkshire Terrier had excessive dental tartar buildup on his upper and lower canines on both sides and encasing the upper premolars on both sides. The gumline is reddened with severe recession around the upper canines and incisors. Cashew (MC#7E10092633, DOB 5/24/16) a female Dachshund had excessive tartar buildup on the upper canines and incisors with the upper pre-molars and molars on both sides encased in tartar. There is a white plaque film at the gumline. The gums are reddened and swollen with recession present at the premolars and molars on each side. Cindy (MC#0A002362205, DOB 8/4/15) female Havanese had multiple large hair mats on her sides and back. The mats ranged from 1 to 3 inches in diameter and were present along her sides and back from the ribs to the tail and along both rear limbs. These mats were tight against the body and pulling lightly at the skin. Fe-Fe (MC#93300032029128, DOB 11/12/19) a female (Maltese type dog) had mild to moderate tartar buildup on the upper canines and upper and lower pre-molars and molars of each side. The upper gumline is reddened and swollen. Heavy matting of black debris was present in the facial hair beneath and between the eyes. Janet (MC#9330003275140, DOB 10/27/19) a female Havanese had heavy tartar buildup on the upper incisors and upper right canine. The upper right premolars and molars were encased in tartar. The gumline on both sides is reddened and swollen. Latte (MC#933000320664758), DOB 10/4/22) a female Dachshund had excessive tartar buildup on her upper incisors and canines. The upper deciduous (baby) canine on each side is retained, contributing to the entrapment of food and debris and tartar formation between the retained and permanent canines. The gumline is reddened and swollen over the canines and incisors and receding above the upper canines on both sides. Leo (MC# 0A02036566, DOB 6/4/12) a male Poodle Had heavy tartar buildup on his upper canines on both sides, and the left upper premolars are encased in tartar. The upper gumline is swollen and reddened on both sides. There is severe gumline recession around his three remaining upper incisors. Little Miss Gracie (MC#7E10243940, DOB 12/11/17) a female Maltese had severe tartar buildup on the upper canines and incisors of each side. The upper and lower premolars and molars are encased in tartar on both sides. The gumline is reddened and swollen with recession present on both sides. Little Miss Mary (MC#7E10243938, DOB 1/11/17) a female Maltese had heavy tartar buildup on the upper canines on both sides. The upper and lower premolars and molars are encased in tartar. The gumline is swollen and reddened with recession present at the level of the pre-molars and molars on both sides. Philippe (MC# 0A01670943, DOB 4/2-/12) a male red Poodle had multiple large mats on his back and sides. The mats ranged from 1 to 4 inches in diameter and present over his lower back, hips, and upper and lower rear legs. These mats were tight against the body and pulling at the skin. There was also evidence of recent flea activity as indicated by heavy buildup of flea excrement (“flea dirt”) around his eyes, on his muzzle, and on the bridge of his nose. Hair loss and thickening of the skin was evident around both eyes. Sammy (MC# 0A02206963, DOB 11/9/13) a white male Maltese had heavy buildup of black debris and tartar on the right upper canine and encasing the premolar. The gumline and lip mucosa adjacent to the teeth is extremely reddened and swollen. There was also reddening and irritation of the skin around the left eye along with dried clumps of a brown mucoid discharge matted in the hair surrounding the eye. A thick, white, mucoid discharge is present in medial corner of the left eye. Lesions in and around the eye can be painful and result in further damage to the eye from rubbing at it. The licensee must contact a veterinarian to have the eye assessed and treated and maintain the medical records for the inspector to review. Sir Humphrey (MC# 90085000110412, DOB 4/24/16) a brown and black male Yorkshire Terrier had excessive buildup of tartar on both upper canines and thick yellow-brown tartar encasing the upper premolars on both sides and the lower premolars on the right. There is a yellowish white film along the gumline of the right upper canine. The gumline is swollen and recessed on both sides. Slim Jim (MC# 7E10270930, DOB 6/22/18) a red male Dachshund had moderate tartar buildup along the gumline of the upper canines and incisors with heavier buildup encasing the upper premolars on both sides. The gumline is reddened and swollen, as is the lip mucosa adjacent to the left canine and premolars. In addition, several interdigital cysts were present on three out of four feet. On the right front foot, interdigital cysts present between digits 3 and 4 and digits 4 and 5 were raw with a blood-tinged discharge. The cyst between digits 4 and 5 on the left hind foot was swollen with a small amount of serous discharge and the cyst between digits 3 and 4 on the right hind foot was swollen with no obvious discharge. Interdigital cysts can be painful and result in lameness. They can also become ulcerated and infected if left untreated. The licensee must contact a veterinarian to have these lesions assessed and treated and maintain the records for the inspector to review. Snowflake (MC#0A01470021, DOB 1/11/20) a female Bichon Frise had moderate tartar buildup on the upper incisors, canines, premolars, and molars of both sides, with the premolars on the left side encased in tartar. The gumline is swollen and reddened and beginning to recede along the premolars on the right side. Toffee (MC#7E10243994, DOB 3/9/17) a female Dachshund had excessive buildup of tartar on the molars on both sides. The right side molars are encased in tartar. The gumline is swollen and reddened and beginning to recede along the molars on the right side. Dental and gum disease can be painful, affect the dog’s ability to eat, and lead to tooth loss. Chronic dental and gum disease can also result in damage to other vital organs such as the kidneys and the heart. Matted hair can result in skin lesions and may become very painful, even to the point of affecting a dog’s ability to walk easily. Matted hair can also compromise the hair’s ability to provide protection from heat and cold. An effective program for dental maintenance must be put in place and maintained to ensure the health of the dogs. The licensee must contact a veterinarian to have these dental problems assessed and treated and maintain the medical records for the inspector to review. An effective maintenance programs for maintaining hair coats and preventing matting must be established and maintained. The licensee must immediately address the matted coats by removing them from the dogs and contact a veterinarian to assess any skin lesions that are uncovered.

3.11(d) (Non-Critical) – Cleaning, sanitization, housekeeping, and pest control.
Too numerous to count rodent droppings were observed scattered across the length of the waste catch tray beneath the upper row of cages in the whelping building. A rodent bait station, mouse trap, and glue board were present in the tray with the droppings surrounding each. Rodents can contaminate feed and transmit disease that pose a significant risk to the dogs, particularly young puppies with weakened or immature immune systems. The licensee must establish an effective program for pest control to ensure the health and well-being of the dogs and reduce contamination by pests in animal areas. The licensee was instructed verbally that the dogs must be evaluated by a veterinarian for proper treatment within 3 days of this inspection (by 26 September 2024). This inspection and exit interview were conducted with a facility representative. Further discussion was held on 25 September 2024 when the inspection report was hand-delivered.
