3.6(a)(2) (Non-Critical) – Primary enclosures.
There are two enclosures in holding room # 4, in need of repair. One enclosure housing 2 Boston terriers and an adjacent enclosure housing 1 Boston terrier have chewed plastic on the wall partition and a gap with chewed edges on the lower part of this partition. The gap is approximately 6 inches in height by 15 inches long. The gap could allow dogs to fight and become injured between the two enclosures. Primary enclosures must be maintained in good repair to prevent injury and to contain the dogs securely. The wall partition must be repaired or replaced so that dogs do not ingest chewed plastic pieces or become injured from the gap between the enclosures. Correct by June 30, 2021. This inspection was conducted with the licensee and the exit interview was conducted with the facility representative. End Section

2.40(b)(3) (Direct) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
An adult female cocker spaniel (microchip # 933000320864621) was observed with a cloudy cornea in the left eye in enclosure # 10, in room # 5. The third eyelid appeared red and swollen. There was yellow discharge with shavings adhering to the hair around the eye. An adult female Yorkie (microchip # 933000320543428) was observed with a cloudy cornea in the left eye in enclosure # 5, in room # 5. There was a crusted discharge with shavings adhering to the hair around the eye. The Yorkie was noted to be squinting while the inspector examined her eye. Squinting can be a sign that the eye condition was painful. There were no recent observations or treatments recorded for these two dogs prior to the inspection on April 16, 2024. APHIS inspector requested during the inspection that the licensee have these two dogs examined by the attending veterinarian. Both dogs were examined by the attending veterinarian on April 17, 2024, and are under treatment. Inadequate daily observations to identify sick or injured animals can result in conditions becoming worse. Failure of the licensee to identify medical problems in dogs and communicate these to the attending veterinarian can result in prolonged suffering in animals. The licensee must follow all recommendations for treatment by the attending veterinarian. Documentation of examinations and treatments must be maintained for future review by APHIS officials. Correct by April 18, 2024.

An adult male jug (Jack Russell terrier & pug mix) was observed jumping on the tops of partitions and into an adjacent enclosure housing two dogs in room # 4. Dogs jumping and entering other enclosures can cause fights among the other dogs or be injured trying to jump on and over partitions. Licensee must ensure that enclosures are constructed and maintained to keep the dogs contained to prevent injury. Correct by April 22, 2024. This inspection was conducted with the licensee on April 16, 2024, and the exit interview was conducted with the facility representative on April 18, 2024. 2.126(b) (Non-Critical) – Access and inspection of records and property; submission of itineraries.
A responsible adult was not available to accompany APHIS Officials during the inspection process at 11:45am on June 24, 2025. The inspector spoke with a family member who stated that the licensee was out of town for the next few days. Failure to provide access to the facility, animals, and records for inspection is a serious violation of the AWA and regulations. Failure to comply may result in enforcement action. End Section
