2.40(a)(2) (Non-Critical) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
The facility failed to follow instructions provided by the Attending Veterinarian (AV) regarding the use of medications and supplements for cats. The licensee administered foreign products that were not listed on the Program of Veterinary Care (PVC) or authorized by the AV. The AV confirmed that these products were not approved for use. Failure to follow the PVC or the AV’s directions undermines the AV’s authority and may result in inadequate veterinary care, worsening medical conditions, and unnecessary pain or stress for the animals. The licensee must ensure the AV has authority to direct veterinary care and to oversee the adequacy of all aspects of animal care and use. Correct by September 26, 2025.

2.75(a)(1) (Non-Critical) – Records: Dealers and exhibitors.
The licensee had no inventory records (APHIS form 7005) for any of the cats on the premises. The APHIS official counted 22 cats on the premises during the inspection. Additionally, the facility failed to maintain disposition records (APHIS form 7006) for cats sold. Failure to document the required information on APHIS forms 7005 and 7006 interferes with APHIS officials’ ability to identify regulated animals and trace their movements. Each dealer shall make, keep, and maintain records or forms which fully and correctly disclose the required information concerning each dog or cat purchased or otherwise acquired, owned, held, or otherwise in his or her possession or under his or her control, or which is transported, euthanized, sold, or otherwise disposed of by that dealer. Correct by 9/26/2025. This inspection and exit interview were conducted with facility representatives. n

2.101(a) (Non-Critical) – Holding period.
A male Bengal kitten (microchip# 900255202372678) was sold by the facility prior to the required 5-day holding period. The kitten arrived at the facility on May 13, 2025, via airline carrier and was held at the facility for only two days prior to being sold on May 16, 2025. Adequate holding periods are necessary to allow for observation of animals for signs of stress, disease or other conditions that may be worsened by transport. Any live dog or cat acquired by a dealer or exhibitor shall be held by him or her, under his or her supervision and control, for a period of not less than 5 full days, not including the day of acquisition, after acquiring the animal, excluding time in transit. Correct by 3/10/26. This inspection and exit interview were conducted with facility representatives. n
