2.75(a)(1) (Non-Critical) – Records: Dealers and exhibitors.
There are 205 adult dogs present at the facility with only 155 adults dogs listed on the APHIS Form 7005 (Record of Acquisition and Dogs on Hand). Of the 50 dogs missing from the Record of Animals on Hand, twenty-eight are present at the facility for breeding purposes. The facility has not been maintaining a Record of Disposition (APHIS form 7006) for any of the dogs that it has been acquiring short-term for breeding. Incomplete or inaccurate records do not allow for APHIS officials to assess the welfare of animals being cared for at the facility. The applicant must ensure that records or forms fully and correctly disclose all animals acquired, transported, euthanized, sold, or otherwise disposed of by that dealer or exhibitor. The records must include all animals that are owned, held, or otherwise in the possession or under their control including those that are only present at the facility for a short time for outside breeding.

3.1(c)(2) (Non-Critical) – Housing facilities, general.
There are several areas with excessive chew damage on the resting platforms and the step to the flap style metal doors on the inside of the kennel. There is chew and scratch damage on the concrete floor paint on the inside of the primary enclosures resulting in peeling and bubbling. There are also areas with excessive chew damage to the vinyl siding on the inside portion of the outdoor runs Areas containing chew and scratch damage are not able to be properly cleaned and sanitized and can lead to disease or injury. Correct by ensuring that all surfaces in the housing facility including houses, dens, and other furniture-type objects within the facility that cannot be readily cleaned and sanitized, must be replaced when worn or soiled.

3.13(a) (Non-Critical) – Veterinary care for dogs.
The facility is conducting progesterone testing and Artificial insemination procedures on dogs that are owned by the facility and that come in for breeding purposes. The progesterone testing and Artificial insemination protocols are not outlined in the program of veterinary care. Conducting veterinary procedures without oversight by the attending veterinarian can cause a threat to the welfare of the dogs. The applicant must ensure that the attending veterinarian has authorized, developed, and document in writing all requirements for adequate veterinary care.

3.13(b)(1) (Non-Critical) – Veterinary care for dogs.
The 28 dogs at the facility for breeding purposes do not have medical records. The applicant stated that the animals are only at the facility for a short time to breed and that he was unaware of the requirement to have medical records on dogs that he does not own. Missing or incomplete medical records on dogs housed at the facility does not allow for APHIS officials to ensure that the dogs have received proper veterinary care and can subject the kennel to disease exposure. Correct by ensuring that a medical record including vaccinations, preventative medical procedures, and treatments are kept for all dogs housed at the facility. This is a 1st Re-License Inspection for a Class “B” license. The inspection and exit briefing were conducted with the applicant. All items must be in compliance within 2 more inspections or by 15 November 2022 or the applicant will forfeit the license fee and must wait 6 months to reapply. Please contact your inspector to schedule your next Re-License Inspection. Regulated activity can continue under your existing USDA license until it expires. n

2.40(b)(2) (Non-Critical) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
A female poodle puppy identification number 2713 was observed by inspectors of being in need of veterinary care. The grey and white puppy had red and swollen tissue surrounding both eyelids. There was no discharge or crusting present around either eye. The licensee had identified the animal prior to inspection but had not contacted the vet to have the issue addressed at that time. Failure to seek veterinary care can result in worsening and prolonging of symptoms in the dog. When animals are identified with injuries or illness, they must seek care by their veterinarian to prevent, control, diagnose, and treat diseases. The licensee must ensure that the animal listed above is examined and treated by a licensed veterinarian and ensure all animals are provided with adequate veterinary care. Correct by, 17-FEB-2023.

3.1(c)(2) (Non-Critical) – Housing facilities, general.
The facility has 5 carpets used as whelping mats that had frayed edges and strands of material hanging from them. There was a plastic board in the back area of one enclosure that had excessive chew damage present. Cage carpets with chew damage that leads to frayed ends can result in animals limbs being entrapped and ingestion of material. Excessive chew damage can not be easily cleaned and sanitized and can cause sharp edges that can injure the dogs. The licensee must ensure that all surfaces of the housing facility including houses, dens, and other furniture type fixtures and objects within the facility that can not be readily cleaned and sanitized are repaired or replaced when worn or soiled. Correct by, 23- FEB-2023. This inspection and exit interview were conducted with the Facility Representative. Additional Inspectors: Lauren Murphy, VETERINARY MEDICAL OFFICEREnd Section

2.75(a)(1)(iii) (Non-Critical) – Records: Dealers and exhibitors.
The facility has not been completely filling out the APHIS form 7006- Record of Disposition. Box 5B of the APHIS form 7006 is not being filled out when the buyer is not licensed with the USDA. Obtaining complete information at the time of disposition is important for disease traceability and for facilitating APHIS inspections. Each dealer shall make, keep, and maintain records which fully and correctly disclose information concerning dogs sold or otherwise disposed of by the facility, including the vehicle license number and State, and the driver’s license and State, if the person is not licensed or registered under the Animal Welfare Act. Correct by: December 4, 2023. This inspection and exit interview were conducted with the licensee. n

3.1(c)(1)(ii) (Non-Critical) – Housing facilities, general.
An enclosure is not being maintained in good repair. There is a tear in the paneling at the bottom left corner of a doggy- door on the exterior wall of a sheltered housing facility containing 6 adult dogs. The tear in the paneling is approximately 10-inches in length with sharp edges that are pulled away from the underlying wall. Sharp edges may cause injury to the dogs that come into contact with it. Correct by ensuring housing structures are free of jagged edges or sharp points by maintaining surfaces so that they can be repaired when worn or damaged. Correct by: June 15, 2024.

3.13(b)(4) (Non-Critical) – Veterinary care for dogs.
The facility is not keeping a current medical record of heartworm testing dates and results. The last record is from 11/16/22. The Attending Veterinarian (AV) reports that the heartworm tests were done when blood draws were performed for other testing within the last year. Maintaining medical records allows APHIS officials the ability to verify that the facility is following their Program of Vet Care, as well as ensuring the dogs at the facility are receiving adequate veterinary care. Correct by ensuring the facility keep copies of medical records and make the records available during APHIS inspections. These records must include the dates and findings/results of all screening, routine, or other recommended or required test or examination. Correct by: June 6, 2024, onward. This inspection and exit interview were conducted with the facility representative. n
