The facility has been conducting regulated activity without a valid USDA license. The facility’s Class B dealer’s license expired on November 30, 2022 and they were notified that their license was canceled. The facility continued to sell a “handful” of puppies to a broker between October 2024 and October 2025. Conducting regulated activity without a USDA license does not comply with the Animal Welfare Act or ensure that APHIS officials can assess the care of the animals. The facility must obtain a license from the USDA to continue conducting regulated activity under the Animal Welfare Act. Continuing to conduct regulated activity without a license is a serious violation of the Animal Welfare Act. This inspection and exit interview were conducted with the facility representative. n
