3.6(a)(2)(ix) (Non-Critical) – Primary enclosures.
There are two panels in the outdoor area of the sheltered enclosure that have approximately 3 inch areas of rusted pipe that had broken through about 1/3 of the diameter of the metal pipe. These areas of rust prevent the panels from being fully cleaned and sanitized. Areas that can not be fully sanitized can become harborages of disease and rusted edges could cause injury to the animals. Correct by date August 4th 2023 by ensuring all parts of the primary enclosure that the animal comes into contact with are able to be adequately sanitized and cannot injure the animals. This inspection and exit interview were conducted with a facility representative. 3.1(c)(1)(i) (Non-Critical) – Housing facilities, general.
The facility does not maintain the surfaces of housing facilities to be free of excessive rust. In the indoor section of the sheltered housing building the majority of doors to the primary enclosures were observed with excessive rust. The surface of the metal on these doors have a rough and pitted appearance. Additionally, the outdoor section of a primary enclosure housing 2 adult dogs was observed with excessive rust at the base of the vertical support poles. The metal in this area has a roughened appearance with flaking that has resulted in a hole in the metal of the support pole that affects the structural integrity. Metal surfaces that are not maintained to be free of excessive rust cannot be adequately cleaned and sanitized which can expose the dogs to disease hazards. Additionally, excessive rusting of metal surfaces can affect the structural strength of the enclosures. The facility must ensure that all surfaces that come into contact with dogs are free of excessive rust that prevents the required cleaning and sanitation, or that affects the structural strength of the surface. Correct by 14-August-2026

3.11(c) (Non-Critical) – Cleaning, sanitization, housekeeping, and pest control.
The facility is not adequately cleaning the housing facilities. In the indoor portion of the sheltered housing building there was an excessive buildup of cobwebs and dust observed in the metal wire grates of the walls and ceiling of the primary enclosures, attached to food receptacles, and in the space between the primary enclosures. The windowsills above the primary enclosures were also observed with cobwebs, dust, and numerous dead flies. The exterior surface of the plastic pipes for the automatic watering lines was found to have a brown tacky residue with dead insects adhered to the surface. Failure to adequately clean the premises can lead to illness, transmission of diseases, create a fire hazard, and attract unwanted pests. The facility must ensure that the premises, including housing facilities are kept clean and in good repair to protect the animals from injury to facilitate the prescribed husbandry practices set forth in this subpart. Correct by 14-August-2026

3.11(d) (Non-Critical) – Cleaning, sanitization, housekeeping, and pest control.
The facility does not have an effective program of pest control for flies. The primary enclosure housing 5 puppies was observed with too numerous to count flies swarming around and underneath the enclosure. The flies are of varying size and were observed congregating on the walls of the drainage trough that runs below the primary enclosures used primarily for whelping. Flies and other pests can harbor and transmit diseases which might impact the health and well-being of the dogs. The facility must establish and maintain an effective program for the control of insects, external parasites affecting dogs and cats, and birds and mammals that are pests, must be established and maintained so as to promote the health and well- being of the animals and reduce contamination by pests in animal areas. Correct by 14-August-2026 This inspection and exit interview were conducted with the facility representative. n
