2.126(b) (Non-Critical) – Access and inspection of records and property; submission of itineraries.
A responsible adult was not available to accompany APHIS Officials during the inspection process at 11:51 on 6/18/2025. The inspector contacted the licensee by phone, but the license or an authorized representative were unable to arrive at the facility for the inspection, within one hour of contact. Failure to provide access to the facility, animals, and records for inspection is a serious violation of the AWA and regulations. Failure to comply may result in enforcement action. End Section

2.1(b)(1) (Non-Critical) – Requirements and application
The facility is conducting regulated brokering activity without a valid brokers license from USDA APHIS Animal Care under the Animal Welfare Act (AWA). The facility has brokered two puppies in the past three weeks and is in the process of trying to sell another puppy that she obtained from another breeder. Conducting brokering activity without a valid USDA brokers license doesn’t ensure the licensee is approved for that specific brokering activity. Continuing to conduct brokering activity without a valid brokers license is a violation of the Animal Welfare Act. The customer must either stop all brokering activity or must obtain a USDA brokering license. NO BROKERING ACTIVITIES MAY BE CONDUCTED UNTIL A LICENSE IS OBTAINED. Correct starting on 8/5/25.

2.75(a)(1) (Non-Critical) – Records: Dealers and exhibitors.
The licensee sold two puppies approximately three weeks ago, but does not have any records documenting those sales. Not having disposition records (APHIS Form 7006) for those dogs doesn’t allow APHIS officials to be able to track the movement of dogs through the kennel. All disposition records (APHIS Form 7006) must be documented for every dog. Correct starting on 8/5/25.

2.134(a) (Non-Critical) – Contingency planning.
The licensee does not currently have a contingency plan in place. Not having a contingency plan doesn’t ensure the facility will be prepared in the event of an emergency or disaster. The licensee must complete the contingency plan in accordance with the requirements outlined in the Animal Welfare Act. Correct by 9/5/25.

3.1(a) (Non-Critical) – Housing facilities, general.
Prior to the inspection even starting, I observed three german shepherd puppies running around the yard. At the start of the inspection, it was determined the puppies escaped their enclosure. Their outdoor part of their enclosure was at the end of the building. The fence post for their enclosure was not stable and was pushed/slid off the cement surface and the side of the enclosure was able to swing open like a gate allowing the pups to escape. Housing facilities that are not structurally sound and allow for the dogs to escape does not ensure the safety and welfare of the dogs. The dogs could get preyed on by another animal, hit by a car, or injured/killed in a number of ways. The enclosure must be fixed so it contains the dogs securely. Correct starting on 8/5/25. This inspection and exit interview were conducted with the facility representative. End of report. n
