2.40(b)(3) (Non-Critical) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
The facility did not identify a dog (Male, fawn, Pug #7343) to have a medical issue prior to today’s inspection. The dog has been at the facility since October 2023. The dog’s left eye is smaller than normal and has an abnormally placed pupil (directed down and toward the left). The bottom eyelid is also rolled inward toward the eyeball. This condition can occur at birth as a congenital abnormality, or long after an injury (scarring), and may result in abnormal vision. The licensee has not noticed this issue prior to today’s inspection. Failure to identify medical issues can result in delayed diagnostics and treatment. Daily observation must be performed on all animals to assess their health and well-being, with any abnormalities being noted on the medical record. Correct by ensuring daily observations on all dogs are thorough, and furthermore, that direct and frequent communication with the attending veterinarian is performed so that timely and accurate information on problems of animal health can be conveyed to the attending veterinarian. Medical issues noted during daily observations need to be discussed with the attending veterinarian, their instructions must be followed, and an appropriate medical record needs to be created. This is a 1st Re-License Inspection for a Class “A” license. The inspection and exit briefing were conducted with the applicant. All items must be in compliance within 2 more inspections or by March 24, 2024, or the applicant will forfeit the license fee and must wait 6 months to reapply. A responsible adult was not available to accompany the APHIS Official during the inspection process at 2:45pm on October 31, 2024. The inspector attempted to contact the licensee by knocking on the door and calling the phone number on file. The inspector waited for approximately 30 minutes before leaving the facility. Failure to provide access to the facility, animals, and records for inspection is a serious violation of the AWA and regulations. Failure to comply may result in enforcement action. End Section
