3.1(c)(1)(i) (Non-Critical) – Housing facilities, general.
All exterior enclosure areas of building one have multiple areas where the coating has came off and the wire mesh has exposed areas with excessive rust. Rusted surfaces cannot be properly cleaned or sanitized. Correct by ensuring that all enclosures are maintained free of excessive rust. Correct By: 12/18/2021

3.1(c)(1)(ii) (Non-Critical) – Housing facilities, general.
There is one shelter structure within an outside enclosure that has an exterior surface constructed of aluminum material. There are several areas that have been bent or chewed and is causing jagged or sharp edges and points. Having shelter structures with sharp/jagged points/edges can cause injurie to the dogs. All surfaces must be free of jagged edges or sharp points. This was corrected at the time of exit, the shelter structure was removed from the enclosure.

3.4(b)(3) (Non-Critical) – Outdoor housing facilities.
There are three outside shelter structures without a wind break and rain break at the entrance. Not having a wind/rain break exposes the animals to the elements and does not provide them with protection from the wind/rain while inside their shelter. Correct by ensuring all outside shelter structures have a wind break/rain break at the entrance of the shelter. Corrected at the time of exit, each shelter structure was provided with a wind/rain break at the entrance.

3.4(b)(4) (Direct) – Outdoor housing facilities.
There are two outside enclosures, containing 5 dogs, with shelter structures that do not have any form of bedding to assist the dogs in keeping warm. In addition, the dogs were all wet due to their enclosure being wet and muddy. At the time of inspection the temperature was 41.6 °F. Not having bedding in enclosures, especially when the animals are wet, during the winter season can cause the dogs unnecessary discomfort and/or stresses. Correct by ensuring all outside shelter structures contain clean, dry, bedding material if the ambient temperature is below 50 °F (10 °C). Additional clean, dry bedding is required when the temperature is 35 °F (1.7 °C) or lower. This was corrected at the time of exit, clean dry bedding had been added to each outside shelter structure.

3.6(a)(2)(v) (Direct) – Primary enclosures.
There are two enclosures housing 5 dogs that are housed outside. These dogs do not have the ability to remain dry and/or clean dry within their enclosure. Rain and wet weather for the area has left all dirt surfaces within their enclosure wet and/or muddy. In addition, their shelter structures do not have clean dry bedding or provide them with any clean dry area within their enclosure. All dogs are wet and 2 out of 5 dogs have wet mud all the way up their feet to their mid section. Not having clean and/or dry areas within outside enclosures during the winter can be detrimental to the animals health and well being. Correct by ensuring all primary enclosures, to include dogs housed outside, enable the dogs to remain dry and clean. This citation was corrected at the time of exit. Clean dry bedding was placed in shelter structures for all outside dogs. In addition, straw was placed within the enclosure, outside of the shelter structures, to assist in providing dry areas within the enclosure. This inspection and exit interview were conducted with the Licensee. End Section

3.11(a) (Non-Critical) – Cleaning, sanitization, housekeeping, and pest control.
The two outdoor dog enclosures had a large accumulation of feces on the ground. The licensee stated that the enclosures had not been cleaned since the previous Saturday (three days ago). Failure to clean primary enclosures on a daily basis can allow soiling of the dogs, introduce potential disease hazards, and cause odors which can attract pests. Excreta must be removed from primary enclosures daily to reduce disease hazards, insects, pests, and odors. Correct by 09/14/2022.

3.13(b)(3) (Non-Critical) – Veterinary care for dogs.
The licensee is not maintaining vaccination or deworming records for his puppies. Failure to document the vaccine and dewormer name and administration dates for the dogs and puppies can make it difficult to verify that the Program of Veterinary Care is being followed as written and that the dogs are receiving the appropriate preventative care. Medical records for dogs must contain the name of all vaccines and treatments administered and the dates of administration. Correct by 09/20/2022. This inspection and exit interview were conducted with the licensee. n

2.40(b)(2) (Non-Critical) – Attending veterinarian and adequate veterinary care (dealers and exhibitors).
The licensee has not been giving monthly heartworm preventative to the dogs. The Program of Veterinary Care (PVC) instructs the licensee in how to provide adequate veterinary care to prevent diseases. With regards to heartworm disease, it requires the administration of a preventative product (Ivermectin) orally each month for adult dogs. The licensee states he has not given heartworm prevention in a few years. The inspector spoke with the Attending Veterinarian who confirmed the prescription of monthly heartworm preventative use. Failure to properly administer heartworm prevention can lead to the development of this disease, which spreads through mosquitos, and can cause coughing, heart disease, pain and/or distress to dogs. Correct by ensuring that adequate care is provided to all dogs including the administration of heartworm preventative medication as required in the PVC. Correct by: May 17, 2023. This inspection and exit interview were conducted with the licensee. n

2.50(a)(2) (Non-Critical) – Time and method of identification.
The licensee currently does not have a method of identification for four litters of unweaned puppies (thirteen puppies in total). The litters were born July 10, 2024, July 30, 2024, August 5, 2024, and August 6, 2024, respectively. Proper identification of puppies is important for disease traceback and in cases of theft or loss. Correct by ensuring live puppies less than 16 weeks of age have proper identification, such as an official tag, tattoo or microchip, APHIS 7005 form, or a cage card. Correct by: August 28, 2024.

3.11(a) (Non-Critical) – Cleaning, sanitization, housekeeping, and pest control.
The licensee is not removing fecal excreta from primary enclosures daily. Four enclosures housing a total of 4 adult dogs and 7 puppies had carpet remnants that were heavily soiled with frayed edges. Additionally, five enclosures that are not currently housing dogs also had carpet remnants that were heavily soiled with fecal excreta and had frayed edges. The enclosures have not housed dogs for several days. It is important for daily removal of excreta to prevent attraction of pests and accumulation of odors. It is also important for the overall comfort of the animals. Correct by ensuring excreta be removed from primary enclosures daily to prevent excessive accumulation, soiling of the dogs contained within, and to reduce disease hazards. Correct by: August 24, 2024.

3.13(b)(3) (Non-Critical) – Veterinary care for dogs.
The licensee did not create a medical record of the administration of the adult dogs’ distemper and parvovirus vaccines. The last recorded vaccine administration date was April 12, 2023. The licensee states that the vaccines were administered this spring, but he did not make a record of it. The Program of Vet Care prescribes for the distemper and parvovirus vaccines to be given yearly. Distemper and parvovirus are contagious viruses and may cause dehydration, discomfort, and stress if dogs become infected. Correct by ensuring the names of all vaccines administered and the date of administration is recorded on a medical record which can be made available to APHIS inspectors during an inspection. Correct by: August 28, 2024. This inspection and exit interview were conducted with the licnesee. Additional Inspectors: Eric Irvin, VETERINARY MEDICAL OFFICER n
